1. How to visit the police station and report to the cyber investigation unit
Police station with jurisdiction to receive report
The simplest and most reliable way to know whether a complaint has been filed and whether it is in progress is to visit the police station that has jurisdiction over your address or residence and report it.

Usually, the police station that has jurisdiction over your address or residence has jurisdiction to report and file complaints, but since there is no set jurisdiction for cybercrimes, you can simply visit the nearest police station and report it.

Sometimes, when you visit a police station close to your workplace or current location to report a cyber crime, a police officer may tell you to go to the police station with jurisdiction over your address and report it.

In this case, “I work nearby and I don’t have time on weekdays, so please just submit the application.” If you say so, you can file a report without much trouble.

Cyber Investigation Unit report reception time and visiting department
Reporting hours for the cyber investigation unit are from 9 a.m. to 6 p.m. on weekdays, and at night and on public holidays, a member of the investigation department and on-duty staff are on standby to receive reports.

However, the above investigation duty worker is an integrated duty worker who receives all reported cases from the economic crime investigation team, intelligent crime investigation team, and cyber investigation team among the investigation department workers.

Therefore, professional cyber investigation consultation may not be available when filing, so it is recommended that you visit on a weekday and report after accurate consultation.

Even though they are all the same police officers, they only know the work of their respective teams.

As an exception, there is a police station where the cyber crime investigation team works at night, so before visiting, be sure to call the police complaint call center at number 182 to check whether there is someone working at the police station at night before visiting.

If you visit without checking and then leave it in vain, it may be bothersome and unpleasant to report it again, so be sure to check before visiting.

When visiting, the reporter must bring identification to prove his or her identity (resident registration card, driver’s license) and materials to prove that he or she has been a victim of cyber crime (bank transfer statement, screenshot of conversation, etc.).

If you are a minor or do not have an ID, you can bring any document that can verify your identity, such as a copy of resident registration, family relationship certificate, or student ID.

When you visit the police station, you will be guided from the front door or entrance to the civil affairs office or cyber investigation unit office to file a report.

Generally, complaints and consultations are made through the police department’s civil affairs office, but you can also receive guidance on filing a complaint by visiting the cyber investigation team office directly.

Submission of petition and complaint
There are two ways to file a report with the police cyber investigation unit.

① How to report by filling out and submitting a complaint
The first is to fill out and submit a complaint.

Simply put, a ‘petition’ submitted to a police station is an expression of one’s intention to seek relief from the state or public institutions for infringement of an individual’s rights due to an unreasonable incident, claiming that the person has suffered such damage.

Simply put, you can think of it as submitting documents to the police station requesting an investigation into the damage.

There is no set format for the complaint, and it must be submitted by writing in detail what kind of damage you suffered, when and from whom, in accordance with the six principles.

Of course, the form is available at the police station, and the cyber police officer will explain in detail how to fill it out, so you don’t have to worry.

Before you write a complaint, the police officer who consults with you will ask if you have brought any evidence related to your report. At this time, you can submit evidence of cyber crime damage that you have prepared in advance.

After writing a complaint about your damages, you must additionally write a ‘damage statement.’

In the case of Jungjoongnara fraud reports, which account for the largest proportion of reports to the cyber investigation department, a statement form with questions and answers is prepared in advance, so you can enter your answers one by one.

Other case statements are not difficult to write, and if it is too difficult, you can ask the receiving investigator for help, and they will be very helpful.

After completing the petition, statement, etc., you must submit it to the investigator along with the relevant evidence. After reviewing, place your right thumb on the stamp and seal the document.

Once you complete all of these steps and submit the relevant documents, your damage report will be completed by submitting a complaint.

② How to report by writing and submitting a complaint
The second is to write and submit a complaint.

Unlike submitting a petition requesting an investigation into a certain damage, a complaint is an expression of intent requesting punishment from an investigative agency for the other party’s legal violation, and has certain legal effect even though it is an individual’s act.

Compared to a complaint, the investigation method is the same, but the meaning is slightly different.

Therefore, the complaint must be written by accurately specifying the other party making the complaint, and related evidence must also be prepared in detail.

In particular, in cases such as cyber insults, cyber defamation, and cyber copyright law violations, you must write a detailed complaint and prepare the corresponding evidence in order to punish the other party.

Regarding the complaint form and how to fill it out, please watch the detailed video or post and refer to it when reporting to the cyber investigation department.

Cyber investigation report consultation
Before filing a report, the investigator in charge of the cyber investigation unit provides consultation on what kind of damage the reporter has suffered, whether it is possible to file a report, and whether there is any relevant evidence.

At this time, if a crime is not established or the suspicion of a crime is not recognized due to a lack of relevant evidence, a rejection is processed and measures are taken to strengthen the evidence and report again.

“I bought something from Joonggonara, but they sent me a smaller size than advertised. So I contacted them and they said they couldn’t give me a refund so I’m going to report it as fraud.”
If you come to report fraud for the above reasons, it may be rejected as a clear civil matter.

In addition, rejection applies not only to complaints but also to filing complaints.

Please keep in mind that even if a complaint is filed, if it is difficult to proceed with the complaint because a crime is not established or there is no evidence at all, the decision to not forward the case will end with a dismissal opinion.

Investigation period and progress status notification and confirmation method
If a case is not rejected and a complaint or complaint is filed normally, the investigation is generally conducted over 2 months for the complaint/accusation case and 3 months for the complaint case.

However, because each case is different, it is impossible to make a definitive statement.

There are many people involved in the case, it takes time to check related evidence, the criminal is running away from the investigation, etc.

In these cases, the investigation may continue for over 6 months or a year, so do not be too hasty and ask the investigator in charge about the progress and wait calmly.

Reporters and complainants can be notified of the progress of the case at each stage from the reporting stage, to the transfer of the case, and the conclusion of the case, once a month by the investigator in charge through the method requested by the victim, such as verbally, by phone, or SMS.

In the case of Joonggonara fraud, the case is transferred to the police station that has jurisdiction over the address of the account holder who deposited the damage. If there are multiple accounts, the investigation may be conducted at the police station that received the report.

If the jurisdiction of the case is confirmed to be under the jurisdiction of another police station, the office that initially received the case will notify you via SMS or mail which police station will continue the investigation and which police station is conducting the investigation, so be sure to know where your case will proceed. Please be aware of this.

After receiving notification that the reported case will be transferred, any inquiries regarding the progress of the case should be directed to the police station that received the case and is currently conducting the investigation.

If you are not sure which police station is handling the case, or if additional evidence about the criminal has been found and you need to contact them, please call the police complaint call center at ‘182’.

Cyber investigation unit report receipt confirmation phone number
If you call the National Police Agency Civil Service Call Center ‘182’, you can speak with an investigator from the cyber investigation team at the police station and inquire directly about who the person in charge is and how the process is progressing.

If you have filed a complaint at the police station, you can check the progress of the investigation by accessing the criminal justice portal site (www.kics.go.kr) and contact the police, prosecutors, etc.
